Without getting into too much of the technical insides of Oracle - If there is room on a datablock Oracle will place a row/s on that page, this would be the case when the table has been in use for some time and there has been a number of deletes from that table.. If you are looking for data to be returned in specific order use an ORDER BY clause in your SELECT statement.
