Are you looking for CASE tools or development tools? Powerbuilder and Developer 2000 are development tools. Designer 2000 is Oracle's latest CASE tool.

As far as development, Powerbuilder is easier and quicker, but I would use Developer if you want to have that common Oracle look and feel to your app.
