  For the software part, I put emphasis on the network connection to the database engine. You can use the multi-threaded server to reduce the resource usage and increase the performance. Moreover, if you are aware of the resource allocation to each user. It is highly recommended to set user profiles based on the user type. Besides, roles are very useful if there are so many users.
