When you export a table the default is to compress the entire table into one extent. The CREATE TABLE definition is stored in the export and its storage parameters take precedence over the tablespace storage parameters.

So, the import is trying to create one 26M extent. And just because you have 60M free not mean it is all in one extent. One way to bypass this is to create the table without using 'imp' with the storage parameters you want (ex: storage (initial 5M next 1M)) and then import using the ignore command.
