I just ran into this problem over the weekend. It turns out that you must have ORACLE_HOME (the actual path) in your search path for the ODBC drivers to be found. Other than that, setting up ODBC was a piece of cake. BTW, I found the info in the FAQ that can be found at Oracle's web site - http://www.oracle.com.
