Compiling & Executing Stored Procedures

Using Oracle 7.2...
I'm sure this is a really stupid question but...How do you Compile a
Stored Procedure? I have worked with ProCobol, ProFortran and ProC in
which I did a precompile before a regular compile and link...But I am now
only interested in CREATE OR REPLACE a standalone procedure that will be
called external of the Oracle environment...
Also, can anyone tell me if it is true that a stored procedure, when called, creates an instance of itself which executes...So like in my case, there might be 30,000 calls to the same procedure per minute. Would that be a problem? Would there need to be any special settings on the tables (for better performance) it was updating? (In this case all updates are actually inserts...)
