Oracle 7.1 Server/NT Error

We are trying to install Oracle 7.1 for use in our MIS proigram, and can't get the server to start up! When the instance tries to start, I get an "Access Denied" error - but no indication of why.

What we have done:

  1. Installed 7,1 Server for NT
  2. Installed the WIN utilities, such as Network Manager
  3. Used Network Manager to create the necessary .ora files - for instance TEST
  4. Copied the .ora files to the /oracle/network directory - now Oracle sems to find them. (was this correct?)
  5. Verified that an instance TEST existed, and was listed as an NT service
  6. Restarted NT- now I get the error.

Can anyone shed some light one this? We don't have anyone on staff who has used Oracle before, and the available manuals have been very confusing.
