sql*net 2.3 and odbc, not working, help

we cannot seem to get our ODBC connections working with sql*net 2.3. It was fine when it was 2.2, and the connect string was being used. with the name server it is not working with VB or Access. the sql*net is properly set up on both the client and server, it responds to tnsping and oracle's sqlplus.
