I'm also working at a saddo site wher SQL*Net 1 is a must. I used to have problems with SQL*Net 1 hanging but found that running 'tcpctl stat' straight after starting SQL*Net 1 (tcpctl start) kept it stable.

No idea if it will help you out but I suggest it is at least worth a try.
