I ran into a problem similar to this when I was mixing 32 bit ODBC with 16 bit SQL*Net Client Side (Server side doesn't matter as far as I can tell, just has to be version 2.x, but probably should be as close as possible for the database version). I determined that I needed to install the 32 bit SQL*Net piece. There was one terrific freeware app that checked my ODBC configurations to see if they were working. I found it at the following web site:

Hope this helps. It took me a long time to figure this one out.
