Take a look at S-Designor's "DataArchitect"/"Metaworks" combination; the organzation which developed it (SDP) has been bought by Sybase (meaning that the support needs work). Downloads of demo versions at http://www.powersoft.com. It supports every database you can name (including oracle 7.2).

Also, look at Erwin (various flavors) and Popkin's "System Architect" products.
