SQL*Forms 3.0 is a character-based front end for Oracle prior to Release 7.3. If you are talking about client/server in the PC/Unix(or NT,etc.) server form, you need at least Oracle Forms 4.0 (4.5 would be better).
If you are running 7.3, you cannot run SQL*Forms 3.0 at all.
