The reason Forms 3 doesn't work on Oracle7.3 is that SQL*Forms 3 is no longer supported and it is not on the distribution media to install. It would be a good exercise to attempt moving or installing SQL*Forms 3 from a pre-7.3 installation into the 7.3 installation to see if it would work.  I haven't done this and don't know if anyone else has tried and I am certain that Oracle wouldn't condone it even if it did work. But, if it works it would buy you some time in converting SQL*Forms 3 to /Developer2000. Otherwise, you can't go to 7.3 until you convert!
