Problems with ODBC Driver for Windows 95

I've downloaded the ODBC Driver for Windows 95 from Oracle.
When I try to install it, I get this error message:
odbc9532.vrf(0): FILE_NOT_FOUND while verifying odbc9532
Is the any file missing from the odbcw95.zip file ?
The file size is 8152940 and I downloaded it from Oracle's
server.
Is this because of a needed product ? I have SQL*Net installed
and the previous 16 bit ODBC driver is working fine.
Any help ?
