ODBC Update Error 3197

I am trying to update an ORACLE database (defined as Dynaset)using Visual Basic and the ORACLE ODBC driver. I continue to get an 3197 error from VB "Failure" to lock record. This occurs on about 10% of my records. I can delete the offending rows and the entire table will update. It only takes another 1000 rows to find another row which gets this error,every time I try to process it again. I do not have any users accessing the table so it is obviously not locked. I have tried disably all triggers and primary key constraints and this does not make a difference. I have not had any luck with Oracle Support.
