FORMS45 Conversion Problem

I am trying to convert some xxx.FMT files to xxx.FMB files. The error that I am getting is "ROS Error: -200". Oracle has told me that they do not support questions involving anyone modifing a FMT file. That these files are used for documentation. This was a bit difficult to swallow, I use to edit xxx.INP files all the time. Furthermore, I thought that the File/Administration/Forms Doc feature was for documenting your form. All I am doing is changing some of the table names inside the new FMT file. No login is necessary when converting from FMB to FMT or FMT to FMB. Has anyone modified FMT files and then gone ahead and generated a FMB file? Thanks in advance,
