Newbie::Accessing DB through Webserver

We have Oracle Server 7.1.6 on machine X (SCO Unix) and a Netscape
webserver on machine Y (NT).  Is this all I need (other than the
scripts/programs) to provide access to a database to web browsers?  Am I
missing any required components on either the Oracle Server or the NT
Server?  I am aware of Oracles Webserver, but would prefer not to use it
if we dont have to.
