You might want to check the owner of the package. It sounds like you may have the same package name under multiple owners.
Also check your synonyms for the package(s) and grants.
And lastly, does sys.dba_objects show both the package specification and body to be valid.
Our shop has over forty packages and we have committed nearly every error you can make some where along the way and these are the most common and often most difficult to find because no one checks the obvious.
