There are two ways to proceed:
1) Put '2:' on the connect string. This is

    a local connection.
2) On the distribution for Win95 there is a subdirectory

    called windows. In this directory are upgrades to many     of the DLLs, including ORA7WIN.DLL. This will fix the     problem.

The reason that the sql*plus session had no problem is that the Win95 version of SQL*Net has it's parameters stored in the registry and the 16 bit D2K can't get to them. Plus32 is the sqlplus distributed with Win95 PO7 and reads the registry.
