The admin server runs under the ORACLE account and DBA group (or whoever owns the oracle software and whatever the DBA group is).

The admin server will use svrmgrl or sqldba lmode=y coupled with a connect internal to do things like CREATE USERS, SHUTDOWN, STARTUP, etc.

I prefer to NOT use the admin screen to create users or startup/shutdown databases. I prefer to create users myself and issue appropriate priveleges (in place of the standard connect/resource that web server will issue).
