       You have missed the following line in the directory mapping of your sv8000.cfg :

Full Path of your owa R /tsthtp

Probably, you can find your owa in $ORACLE_HOME/ows/bin.

Add the above line in sv8000.cfg. Then shutdown your Web Listener and Startup again.
