I would suggest at least 486DX2-66 or above, 16M memory.

Of corse, worse. I am not going to blame on Client/Server, but on Windows platform GUI. You can't compare with Windows application and text base only application. For the forms4.5, its OK as soon as your computer is not too old. But for the report2.5, it's not comparable for version 1.x. Also mind your network performance as well.
