Raul,
Probably the performance issue is not with the DB, rather access to it may be a reason. Are u using ODBC? I've heard that OLE would be faster by a factor of 3. And I really don't know how stored procedures would be able to improve performance with Access. The "Oracle Press" has come out with books on all development/administration acpects of Oracle, available at all book stores.
