Here are some suggestions might be usefull to you.

  • is 'orasrv' in your listener.ora file? (to me, 'orasrv' is a command to start up SQL*Net v1)
  • try lsnrctl start (without 'orasrv') lsnrctl uses the defaul value LISTENER
  • what is your listener.ora file look like?
     LISTENER=(ADDRESS_LIST=.........
       or
     orasrv=(ADDRESS_LIST=............
