Running a operating system script from sql or pl/sql

I am working on a self publishing system for the web and would like a way from sql/ or pl/sql to check to see is a file exists in the operating system, and if so rename it to a value I choose.

Might be able to use UTL_FILE and get an error back when there is not file there.
