Yes they do. The only difference is that the 32s version can handle larger(> 64k) plsql blocks mostly.

No. It's probably a Win32s error. Win32s is not that stable and is incompatable with many other drivers(especially video). Yuo could try running plain vanilla VGA.
If you can, I highly suggest PO7 for Win95 or WinNT(both should be on www.oracle.com)
