I've not come up with anything better - in practice you want to limit the number of possible places you could be storing source. We do the following:
Dev/2K is run from the application server, but each developer has their own copy of oracle.ini.
The FORMS45_PATH variable usually contains a string similar to: <developers choice of working directory>; <dev directory>; <test directory>; <prod directory>
and this is sufficient, and not overly clunky.
