Troy,

   The internal account does not require a password as long as you are logged into OpenVMS as the oracle owner, usually 'oracle', with a group of 'dba' (this is a unix thing, but similar concepts apply to VMS).
   There is no security leak as long as you are the only one with the owner account password. But, there is no way to set a password specific to INTERNAL.
