Connecting w/ SQL*Net on Win95 machine

I have Windows 95 installed and am running Developer 2000 1.2 (16 bit)
version. I am trying to connect to a machine running SQL*Net 2.x
(Solaris machine). The problem is I keep getting the message
(ORA-12154: TNS: could not resolve service name). I am able to connect
to machines with the old style SQL*Net 1.x i.e. (T:hostname:SID). I
have also contacted Oracle support and looked at Solution #'s:
2065005.6, 2059085.6, 2059086.6, 10011045.6, 2059083.6, 2059108.6 & 2059109.6. All of these seem to have you look at the syntax of the tsnames.ora file, matching paren's etc. I know that tsnames.ora isbeing used because I am looking at the trace & log files.
