Oracle 7.1.6/Developer 2000 questions

Greetings all;

I'm getting ready to Upgrade from 7.1.4 with forms 3.0 to 7.1.6 with Developer 2000 and I had a few questions. Currently we run the database and tools out of the same $ORACLE_HOME directory. The Developer 2000 install guide certainly implies that you should install the Dev 2000 tools in a seperate ORACLE_HOME, ie a client install, by saying things such as:

  "If you install the Developer 2000 tools in the same ORACLE_HOME directory     where a release prior to 7.1.6 of the Oracle7 server resides you will overwrite     common component product layers"

and

  "Relinking problems may also occur for a server-based installation with any Oracle7     server release subsequent to 7.1.6"

Ok, I'll do a client install, which means that databases and the tools have different ORACLE_HOME directories. no sweat. However, I guess where my questions is, is what ORACLE_HOME should users be pointed at when executing tools on the server, which reside in one ORACLE_HOME, to run against a database on the same server which is running out of another ORACLE_HOME? Essentially, I'll have
>200 users connecting to the server and using a character based forms 4.5 application
to access the database. My environment is:

	Digital Unix 3.2D
	Oracle 7.1.4 (soon to be 7.1.6)
	Forms 3.0 (soon to be 4.5)
	SQL*net 2.1

Any thoughts or advice on how these two (database and tools) coexist, and/or how best to administer them would be greatly appreciated. Thanks in advance.
