DBMS_JOB

I have a question about DBMS_JOB. I have a stored procedure that I am submitting to the job package. When I let Oracle execute the job by its timed schedule the job fails and is removed from the queue. The documentation stated that the job should remain in the queue and be set to 'broken', and re-executed at a later time until 16 attempts have been made.

What would cause Oracle to eliminate the job altogether after the first failure?
