Problem with NT and Developer 2000

I am having a problem with running forms from within the Designer 4.5 under
NT. I can run the same form in the run form application. I had this problem
once on Windows 3.11 and had to free more dos memory to get about 600k
before starting Windows. I have tried a lot of things under NT but can not
seem to get it to work. Any help would be appreciated.
