Let's see if I can be of some help.
you have an oracle package dbms_mail. it sends
mail from pl/sql to ORACLE*MAIL.
you can then ask the oracle mail to send the mail to the OS
mail.
I don't know if you should but oracle*mail just for that and I anderstand it's
about to
be changes in the near future but it's a method.
