On the Sun Solaris (and supposedly in HPUX 10.x) this is the way it is and will be. This is nice so the sys admin can give the DBA write to this directory and not have to be bugged with constant modifiction requests.
The interesting part is that you can also have the SQL*Net files in $ORACLE_HOME/network/admin but this location is looked a only afer /etc (or /var/opt/oracle)
