Oracle Forms 4.5 vs. VB

I am designing a CD-ROM catalog for our customer base. It's a straight forward parts catalog with 4 screens;x-ref, applications, product info and worksheet. Our customers rarley have much more than 8mb of RAM on their desktop computers. My question: What would be more appropriate for this application? Forms 4.5 or Visual Basic?
