I have multiple ORACLE 7 databases running on Solaris 2.4 and had a similar problem. Each of my listeners listens to at least 2 adresses. Starting the listener from OS got me a failure after announcing that he tries to listen to the first address. On the second try, he wanted to listen to the first 2 adresses and so on, until he got all addresses (with the same number of tries).
If thats your problem, you could try to insert a startup_wait_time in your listener.ora file. This solveld this problem on 2 of 3 machines. (the third one... who knows ? :-))
Another solution of the same problem: use a script to start the listener and try the start command as often as the number of addresses, it listens to. Not the best one, but it worked.
