Pro*C 2.0.6.0.0 preprocessor keeps crashing

I'm trying to use the "proc" command to preprocess my ".pc" files, but it keeps giving bogus syntax errors and/or crashing. "proc16" works just fine.
Any suggestions?
Here is an example:
Syntax error at line 25, column 27, file ttt.pc:
EXEC SQL PREPARE DB FROM 'SELECT MYDATE FROM JOETEST';
.................................1
(1) PCC-S-02201, Encountered the symbol "'SELECT MYDATE FROM JOETEST'" when expe
cting one of the following:
: a quoted string, close, commit, connect, declare, describe,
execute, fetch, open, etc.
The symbol ":" was substituted for "'SELECT MYDATE FROM JOETEST'" to
continue.
Segmentation Fault(coredump)
