The solution Oracle provides is the Oracle for MVS Client Solution which includes:

A Pre-Compiler of your choice (Pro*C, Pro*COBOL, etc.) A SQL*Net Adapter (TCP/IP or LU6.2)
An Access Manager (CICS or IMS/TM)
SQL*Loader
SQL*Plus

These products have been around for years as part of the the Oracle for MVS product set. We have simply re-bundled them for customers that wish to have an MVS "client-only" solution.

The Access Managers for CICS and IMS/TM use the appropriate SYNCPOINT processing facilities of both CICS and IMS/TM. This provides two-phase commit between any CICS or IMS/TM recoverable resource and any Oracle server in your enterprise (actually any number of Oracle servers).
