Oracle7 7.1.3 for Windows NT 3.50 and above is a fully supported Oracle product. V7.2 just went production this week. I think your problem is that either you didn't install 7.1.3 when logged into NT as an administrator, as the install process creates new NT services, or the Oracle server process, OracleServiceORCL, isn't running. If so, open Control Panel, Services, and start this process before attempting to connect via SQL*DBA.
