are there Oracle precompilers (eg PRO*C) on Windows NT

gday all

are there Oracle embedded SQL precompilers such as PRO*C on Windows NT workgroup server and on Personal Oracle7 ?

i am used to using PRO*C on VMS and on Unix but i can find their equivalent on NT (Oracle 7.1, NT 3.51)

if not then what is recommended for development ? ODBC ? OLE objects ? what if you need to write a batch-type job to run on the server ? this is typically PRO*C territory on VMS and Unix. What is recommended on NT ?
