In my humble opinion you can better use Oracle tools on an Oracle

Oracle tools aren't perfect, but they do improve a lot. The latest
release is Developer/2000 release 1.2 (which is Windows 3.11, but
supported for Windows 95, btw) and a lot of the worst bugs are out.
Oracle doesn't pay me, but I think they did a pretty good job on the
tools. PB and all others aren't perfect either. I think you have to
make a decision on which tool you use on a project basis. VB should
siffice for simple applications, but I wouldn't trust an enterprise
application running on Oracle being build in VB.

It is also a matter of what you're used to and experienced in. I'm experienced in Oracle, so I can tell if I should do something this way or that way to get the best performance etc. I never worked with PB, so I can't judge that. I could if I worked with it for a year or so.
