O'Reilly and Associates have a couple of books that are worth your consideration. Database tuning is covered in "ORACLE Performance Tuning" by Peter Corrigan and Mark Gurry, ISBN 1-56592-048-1. Another is "ORACLE PL/SQL Programming" by Steve Feuerstein, ISBN 1-56592-142-9.

I have just started the PL/SQL book. From what I have read so far and scanning the other sections it appears to be a well written and useful book. If anyone is interested I could post a review when I finish the book.
