ODBC drivers does not have to use Oracle SQL*Net. Oracle's own ODBC driver does of course use SQL*Net.

Openlink's ODBC driver for Oracle does not use SQL*Net and can be configured to read-only-access. It also seems to have a lot of other advantages above Oracle's ODBC driver (performance, security, etc).

Haven't tried it yet. Currently evaluating options.
