Looking for ora71win.* files

Hi,

I am looking for the ora71win.* files, especially the ora71win.lib which I would link with my C app so I can use the OCI stuff. Does anyone know which disk/package this file comes in from Oracle? Or better still, is there a site I can get it from (ftp, BBS, Compuserve etc.).
