Server Manager - Can't Connect

I was wondering if anyone else has had this problem with Server Manager for Windows. We have various Oracle tools installed on 20 PC's running Windows 3.11. All of the tools work just fine except for SM. Everything can connect except for SM. I had it working on my PC (DOS 6.22, Windows 3.11) for several weeks but now SM has stopped working even on my PC. I have no idea what's wrong. The error messages I get are: MGR-02073, ORA-12154. Any help on this would be greatly appreicated. Thanks
