7.1.4 on OS/2 not coalescing

I have been checking Oracle7.1's use of tablespaces, and have noticed it is not combining adjacent free segments. The server is OS/2 2.11, Oracle is 7.1.4.3.0. I am sure 7.0 used to do this okay.

Has anyone else noticed this problem?
