Table Cacheing in 7.1

I recently installed 7.1. The documentation talks about being able to cache tables, it does not give any hints on how to work out whether or not to cache tables.
(a) Is there a technical bulletin on this? If so, where? (Actually, where do you go to get technical bulletins?)
(b) Does anyone have and advice to offer?
