you will need to open the database with the "resetlogs" option. you can only do so after doing a manual recovery, so you'll need to fake one (by entering manual recovery and exiting immediately with cancel). It's kinda tricky and if you do something wrong or out of place, you could royally mess up your database, so practice and make backups before doing it for real. Also, after you do so, it is absolutely imperative you make some backup (preferably a cold one).

now having said that...i'm curious to know why you seemed concerned about the redo log sequences being over 13K...it's not common practice for DBA's to typically reset their log seq every so often.
