The DBMS_JOB package is shipped with Oracle 7.2. Like the other DBMS_* packages
(DBMS_OUTPUT, DBMS_PIPE, etc.) it is an Oracle package. I wouldn't go so far
to consider it a 'product', but they are certainly useful. Check out the
scripts under $ORACLE_HOME/rdbms/admin/dbms*.sql, and/or the Application
Developer's Guide.
