My understanding is that when Oracle starts working with objects that have
had analyze stats run against them, it assumes all objects were analyzed
and thus uses cost based.  It would even assign a cost to those objects
not analyzed.  Unlike other RDBMSes, oracle requires some manual running
of the analyze.  So you could be running with obsolete statistics if
you're doing a lot of inserting and deleting.
